I'm unsure of what to check in regards to my problems. It came down to "Replace seat belt pretensioner (RH)" when I walked through the diagnostics tree on my 2000 Toyota 4runner with the code B0131/64.

If the seat belt pretensioner is what you have to repair then you would send in the entire Right hand side seat belt assembly. Pricing on the seat belts depends on how many electrical plugs are on each belt. A belt can have up to 3 plugs.
1 plug = Single Stage ($89.99)
2 plugs = Dual Stage ($119.99)
3 plugs = Triple Stage ($129.99)
