Can you guys repair just the part in the photo? I already bought a replacement belt not knowing this part needed to be repaired also.

They are when you install them. When we repair them they are all the same.

are these pre tensioners side dependent? I found SE15787 on the site but it does not indicate on the description or ask about position within the vehicle

Yes each seat belt anchor tensioner is side dependent, usually has an 'L' or an 'R' engraved on the metal bracket
