I have a 2014 Honda Accord with a code of B0070-13 Open or Increased Resistance in the Driver's Seat Belt Tensioner. If I send in the seat belt for repair, is return shipping included in the $104.99 or will there be an additional charge. Also is that a soft code that can be reset with my HDS tool or will airbag module need to be sent in as well? thanks

Yes, there is an additional charge for shipping back. Because the seatbelt will need to be shipped ground and it is an explosive device.
